You are able to obtain an import permit for the goods.
You are able to contract for the carriage and pay freight for the goods from the agreed named place.
You are not able to obtain an export licence and to arrange for the clearance of the goods for export.
The agreed named place is a sea port.
You want the seller to place the good on board the ship.
